The tray catches the slow relief-valve weep and tank seepage that precede most hot water failures, so a sensor there gives you the earliest possible warning, sometimes months before the tank lets go properly. Use a puck with top and bottom contacts, like the Tapo, so it catches both the pooling water and drips from above. These sensors are low-voltage battery devices, so there's no electrical issue having one sit in an occasionally damp tray, but keep the actual tank connections to a licensed plumber.

My phone got wet before the sensor caught it. Is it dead?

Not necessarily, but the clock is running. Power it off now, don't charge it, and don't run it to see if it still works, because current through a wet board accelerates the corrosion that does the real damage. Rice does nothing useful. What saves wet devices is proper disassembly and an ultrasonic clean of the board, done early, before corrosion spreads across the tracks. Devices that reach us within a day or two have decent odds; the ones that arrive a month later, after working fine and then dying, are usually fighting corrosion that's already eaten something important. Speed matters more than anything else you do.
